Alright, commence round two of testing the thermoelectric chiller. The UPS guy just dropped off my eBay find - five relatively giant aluminum heat sinks. I swapped the old one (shown on the left) for a new one, and I have the chiller powered up again. The water is at 70 degrees F, and the cold side of the chiller is at 52.
