From arduino is only 1 signal output (pwm from Z +) used to control co2 power supply. This is used to control power at IN input. The main difference between CO2 an diode machines is the high voltage unit to start the CO2 beam. Well, and then that the mirrors are moved instead of the laser itself. Controlling the steppers should be straightforward as on any other GRBL machine. I think most of those Chinese CO2 lasers have 1.8 degree steppers.
The laser driver is connected to the spindle enable pin on the Arduino. To turn on the laser, the M03 code is used. The M05 code disables the laser. (These are usually the codes to turn on the spindle (clockwise) and turn off the spindle) The video below shows the machine engraving a vector drawing with Grbl. Add Tip.

If you deside to build a laser cutter in general and a CO2 laser cutter in special you have to consider that you must take precautions to not hurt yourself or others with direct or reflected laser light. Where the light of a diode laser is mostly visible, that of a CO2 laser isn't! Furthermore the power of a CO2 laser is much higher.
